The intention is that the CHL will only be purchasable once, and will apply to all platforms. However, there are some considerations here (for example, $5 for desktops is a reasonable amount, but $5 for smartphones might be excessive). No final solution yet.

As for multiplayer, let’s wait for the final decision about it’s existance and think about it’s realization after, in case it will be confirmed.
