Leaders (moderators/level 4) are allowed to directly reply to a closed topic without first reopening them.

They didn’t “cancel the close” (a.k.a. reopening), that’s why you don’t see anything else on the post. As the moderator, InterAction_studios replied directly on top of it without reopening it.
