Absolver Beam, you just need time to charging, which is not affected by reducing firerate, and it’s bullet speed is equal with Riddler/Plasma/Positron/…

DPS is damage per second, Absolver Beam damage instanly in an only frame.

reducing its damage output, from 5000 to 3000. as easy as that
I think IA have caculated for it, so problem solved.
