play recent missions to earn keys
buy some gas from galactic store
go to nearest star system or wormhole
stay there and grind more keys and hopefully locate the closest gas station or a potential gas selling shady dealer

No recent missions? Wait for daily stipend
buy medium fuel pack and a small if needed, from galactic store

This is the first time I hear wormhole existed in CIU
There’s 20 of them, and there you can find the retro missions from CI4
or alternatively be a rich kid a buy 15k keys
