There should be “Picture” button. This one on right bottom corner can’t use URLs instead of files. But now upper one is gone both PC and mobile versions of forum.

Works for me, what browser are you using? Maybe that’s the reason why it isn’t showing up.
Chrome, Firefox, Yandex, MIUI built-in, both mobile and PC versions on my phone don’t want to show this button but it existed earlier.
