I think Shady dealers should be like real smugglers. They should sell legendary ships even to those without the CHL tho i think those legendary ships should be priced higher than the regular ones to balance out.

They do sell them. Making them always sell legendaries will make other stores useless. And you can buy the latest model without CHL for doubled price.
