5 mins ago I bought CI4 as a DLC to play it with my friends, but it appears that they also need to buy the DLC, is there any way to refund? I am in a stand alone version, I only play CI4 DLC just for 5 mins

You should consider the others also need the DLC you bought to play altogether.

I do not know if it can be done manually, but the Steam page definitely warns you on purchase that the item cannot be refunded.

I don’t have a way of refunding DLC purchases, sorry :frowning:
