Seems to me a player is penalized after he or she has completed all the Key Rushes
to obtain more of the same…the should be a way to reinstate these, the simple way would be to award reinstatement based on achieving some goal such as achieving 25 top tens in missions…the reinstatement could be anywhere in the galaxy…but at least it would give the
long time player re activation to get more keys and explore the galaxy to find the reinstated

Where is the penalty you stated? Key Rush missions will be farmed if they are allowed to play again.
only one activation per 25 top 10’s… randomly placed !
