Eh do you have any international credit card, debit card, PayPal or something else for payment? Currencies are convertible.

So, what I understand (for those without Steam) is that the CHL is 8 EUR. I think on the standalone client, you can pay via PayPal.
From this website, 8 EUR is roughly equal to 153.60 EGP, barring any fees for exchange. If you have more than the given EGP value and pay via PayPal for the CHL, it should go through without a problem. If you do encounter issues, you could ask IA or PayPal.
For me, I paid it through Steam, with my currency being USD.
