If it’s windows 7, you’ll need to copy them from an emoji database, and attach them to your keyboard with this application https://www.microsoft.com/en-us/download/details.aspx?id=22339 (I won’t explain how it works because there’s a guide)

Long back, when CI4 was getting greenlit for Steam, there were people saying that Valve didn’t want CI4 on Steam because it would disrupt Half-Life 3’s release sales.
I think people have grown since then and abandoned hope of getting Half-Life 3 at all.
