Since H&Cs, Müllers and BXs all get equal ‘screen time’, BXs have a much greater chance of appearing (because there are far fewer of them).

Also, due to the way spacecraft are assigned to each ‘stack’, some stacks are longer than others. There’s even one stack that never changes* !
