Why am I still getting Dares even though my Activity is at 0?

I’ve been logging onto the game just for the Daily stipend for the past few weeks. I have not played any planetary missions, dailies, challenges or Dares that people send me so my Activity section is at 0 according to the Dare League. Despite this, I’ve been getting dared by people for the last few days.

Is this intentional or an oversight?
