Because some players may not be able to join forums for some reason and can only rely on the game. I’d like in-game messages as well, as it makes it superbly efficient.

If you mean why can’t they join forums, then the main reason may be the inability to use e-mail, family restrictions or an overall bad net. CIU can run on bad net, but the forums will take a lot of time to load.
