It’s as toxic as I am thinking, though.
In the screenshot, he asks:
“MÀY CÓ BIẾT THẰNG ZET KHÔNG?”
which translates to:
“DO YOU KNOW THE ZET GUY?”
which doesn’t sound rude in English, but in this sentence, he used “mày” which means “you” but in a rude tone, also calling someone “thằng” is kinda disrespectful.
“MÀY KHÔNG HỌC TIẾNG VIỆT HẢ?”
(“YOU DON’T LEARN VIETNAMESE?”)
It isn’t disrespectful if you are friends and talking with friends, about friends. This guy is talking to a stranger abroad.
Conclusion, I rate it 7/10 disrespect points.
