As far as I’ve played, I have never seen not one player moving in live-action.
I was wondering if I just am that unlucky or is it a feature not yet implemented?

Yep, you are unlucky.
I saw them few times, but the thing is that travelling in CIU isn’t so much rewarding and you better just stay in one solar system and do challenges.

You can see people travelling but they are too fast for some reason. And this thing can happen also:
