That’s not up to you to decide, is it? 
Uploading music for which you do not own the rights is copyright infringement and hence not allowed as per YouTube policy.
But I’m not going to object unless you’re doing something egregious with it (or if 2db complains).

Only 2db can decide whether it can stay on youtube or not.
Also incorrect. It depends who owns the rights. The original composer may or may not have retained the rights.
